How can I stop the "System Restore Wizard" that is already running?

My laptop uses Windows Vista and it had MS Office Professional Edition 2003 originally installed on it. But my computer is slow even after I upgraded to Windows 11. So I tried "System Restore" and it returns error: 1706 which says wizard cannot find a file PRO11.MSI. I realize that Windows Vista and MS Office 2003 are no longer supported by Microsoft. All I want is for the "System Restore Wizard" to quit. It's blocking updates and I am not able to install Microsoft Office Professional Plus 2013 which I have now bought.

I tried the "Fix problems that install and uninstall troubleshooter cannot stop" without any success. It also gets blocked by the system restore wizard. Went under system protection and disabled system restore but got the message "system restore is already running. It starts with every reboot or any program I try to run. I tried stopping the rstrui.exe file under "WIN Run" but the initiated wizard just won't stop asking for PRO11.MSI file which Microsoft does not provide any longer. I have the original registration KEY but I don't have the installation CD.

I'd love - No, I'm desperate - to hear other ideas to solve this issue.
